The Guards themselves have not the right to declare kill on sight orders within Cordor. They are within their right to give citizens the ability to subdue any violent criminal and bring them to the Guard for justice however. The only individual with the power to declare penalties of death is myself.

Evangeline grins maliciously even as she hears word of the Duke's order, launching herself from the cobblestone to take flight. Most fortunately, she thinks to herself, the lawless paladin will give her ample reason to slay him again. He will return to Cordor and burst into a violent rage as he has so many times. And she will have the guard at her back when he comes, and all the city will watch as the disgraced Tormite brings further dishonor to the church... As it should be.
